Lego have announced a collaboration with Bricklink to bring 10k ideas submissions to fruition through the crowd-funded Bricklink AFOL designer program. At least in the beginning it'll apparently be past 10k submissions that weren't selected to become sets.

Any set could be made if you had the instructions and \or inventory list. So lego won't make them but benefit from them being made, they're always big sets so I'm not the market target at least
